Britain and France to Deploy Forces to Ukraine should a Ceasefire Accord is Finalized

The London and Paris have formalized a memorandum of understanding concerning the deployment of military forces in the nation should a peace deal be struck with Moscow, the British leader, Starmer, has declared.

Following negotiations with Kyiv's partners in the French capital, he said that the UK and France would "establish operational bases in various parts of Ukraine and construct secure facilities for military hardware and defense matériel" to discourage any potential incursion.

The coalition members also put forward that the America would take the lead in monitoring a truce.

Moscow has consistently cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not commented on this latest announcement.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin initiated a full-scale invasion of Ukraine in the start of last year, and Russian forces currently holds approximately 20% of Ukrainian territory.

"This represents an essential component of our pledge to support Ukraine for the duration," remarked the British leader.

National leaders and senior officials from the "Coalition of the Willing" took part in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister added: "It establishes the framework for the juridical structure under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the time to come."

The British leader went on to say that Britain would participate in any American-headed confirmation of a potential cessation of hostilities.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff said that "lasting security guarantees and strong reconstruction vows are essential to a lasting peace" in Ukraine – alluding to a major requirement made by the Ukrainian government.

Witkoff said the allies had "substantially agreed on" their work on agreeing such pledges "in order that the people of Ukraine know that when this war ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also participated in the talks.

At the same time, France's leader Emmanuel Macron declared that Ukraine's supporters had made "considerable headway" at the meeting.

He noted that "strong" security guarantees for Kyiv had been reached in the event of a potential truce.

President Volodymyr Zelensky commented that a "major advance" had been made in Paris, but cautioned that he would only consider efforts to be "adequate" if they culminated in the end of the conflict.

Earlier, he suggested a peace agreement was "mostly finalized". Finalizing the outstanding 10% would "determine the outcome of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the heart of key disagreements for diplomats.
  • Moscow has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any compromise over how to end the war.
  • The Ukrainian President has so far excluded surrendering any land, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia does the same.

Russian forces presently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The two regions form the heartland of the Donbas.

The initial US-led multi-point peace plan that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being heavily skewed in Russia's favor.

This led to weeks of intensive diplomacy – with all sides trying to revise the document.

The previous month, The Ukrainian government sent the US an new proposal – as well as additional documents describing prospective security guarantees and provisions for Ukraine's reconstruction, the President added.
